Check the academic route before writing a policy essay.

CBO’s main summer program is a ten-week graduate-level internship. Its overview says recruiting starts each January; no exact Summer 2027 cutoff was supplied in the reviewed material. It also notes that occasional openings in operational disciplines have different requirements. A broad “CBO internship” search can therefore contain roles meant for different applicants.

Show the method that lets you answer a policy question.

Choose one policy question you can investigate at your actual level: the cost of a proposed benefit, the sensitivity of a budget projection, or how a population definition changes an estimate. Then identify the methods you have used that would help. Do not equate a strong opinion about the topic with evidence that you can analyze it.

A research example is easier to evaluate when it has boundaries. State the period, population, measured outcome and data limitations. Explain which piece you owned. If a professor supplied the identification strategy and you cleaned the data, describe the cleaning, validation and result rather than taking credit for designing the entire study.

Prepare a one-page map connecting your interests to a specific division or posting. Use the employer’s actual description, then add your evidence: a course analysis, research assistantship, technical memo or other relevant work. Where you are unfamiliar with a method, make a concrete learning plan instead of filling the application with terminology you cannot explain. The reviewer needs to see how you would approach an assignment, not just that you recognize the vocabulary.

Practice a cost estimate with uptake, timing and a range.

Original exercise, not a CBO assessment: a fictional grant pays $600 once per year to eligible households. There are 40,000 eligible households, expected participation is 70%, and annual administration costs are $2 million. Estimate the annual program cost under those assumptions. Then test participation at 50% and 90%.

Synthetic annual grant cost
Participation assumptionBenefit paymentsAdministrationTotal
50%$12.0 million$2.0 million$14.0 million
70%$16.8 million$2.0 million$18.8 million
90%$21.6 million$2.0 million$23.6 million

The base case is 28,000 participating households, $16.8 million in benefits and $18.8 million including administration. At 50% participation, total cost is $14 million. At 90%, it is $23.6 million. Eligibility is a population count; participation is an assumption. Neither should silently replace the other.

Now change the first year. If the program starts halfway through the year, does that automatically cut benefits in half? No. The hypothetical payment is annual and made once; the estimate depends on when eligible households receive it. A full annual payment to everyone who joins during the first six months is different from a prorated monthly benefit. Administrative setup costs may also have a different timing pattern.

Your memo should contain the calculation, the participation range and the unanswered implementation question. It should not claim that the policy is desirable merely because you estimated its cost. A fiscal estimate, a distributional analysis and a recommendation about whether to adopt the policy answer different questions. Keeping those questions apart is useful preparation for explaining analytical work.

Select the right writing sample and prepare references carefully.

CBO’s general FAQ favors a conventional resume and a short, focused cover letter; it explains that an existing academic paper can serve as a writing sample when requested. Its general writing-sample guidance says no more than ten pages. The actual announcement controls whether a sample is needed and any tighter instructions.

Prepare now without inventing a January deadline.

Before the next cycle, obtain a readable transcript and identify two people who can discuss your preparation. Ask whether they are comfortable serving as references before entering their details. Keep reference contact information separate from letters: the program overview requests the former, while an individual posting may specify something else.

Policy-analysis readiness note

Policy question: Population and period: Data or evidence used: Method I actually implemented: Result and sensitivity: What the analysis cannot conclude: Relevant CBO posting or division: Application documents and reference permissions:

Review a paper you already wrote. Can a nonspecialist understand the question in the first paragraph? Does the conclusion state what the analysis supports, rather than what you hoped to find? Make the explanation clearer while preserving the actual work and authorship. Where an application restricts editing or assistance, follow that instruction for the submitted material.

Use CBO’s own careers route and subscribe to its job alerts to find the actual announcement. The FAQ confirms that the internship is paid and that CBO’s positions are in Washington, D.C.; it does not provide a personal housing package. It also directs noncitizens to its eligibility guidance or recruiting staff rather than using a simple citizenship-only rule.

Once a position appears, check its degree stage, closing date, requested documents and application process. Submit through the specified system and save the confirmation. Do not assume that an internship application also places you in consideration for full-time employment. The useful preparation outcome is a coherent research story and a complete application to the right role.
